San Jose Water's position paper addressing their agreement with PrimeWater.
The San Jose Del Monte Bulacan Water District (San Jose Water) has officially ended their Joint Venture Agreement (JVA) with PrimeWater Infrastructure Corporation on Saturday, October 18.
On the released position paper, San Jose Water announced that they have issued Board Resolution No. 23, s. 2025 last July 8 due to a “breach of contract” and failure of fulfilling certain obligations set forth in the JVA.
According to the water district, they first submitted a notice of termination with PrimeWater on November 8, 2024, because of delays in the investment schedule and project implementation, and high level of non-revenue water (NRW).
“Pagsapit ng 4th quarter ng 2023, napuna ng San Jose Water na hindi na kumikilos ang committed investment na Php 2 billion para sa Phase 2,” they wrote.
They added that in the 3rd quarter of 2024, the average level of NRW has risen up to 42%, which is higher than the 31% of San Jose Water in2016, and above the 20% limit set by the Local Utilities Administration (LWUA).
On the other hand, PrimeWater is yet to address the issue, despite the catch-up plan given to them and the received Notice of Cancellation last July 28.
“Nais po naming kumalas at muling mapailalim sa San Jose Water ang full operation and maintenance ng water system, kasama ang billing and collection, sa lalong madaling panahon,” the paper read.
San Jose Water also emphasized the continuing need for funding to line up major infrastructure, and their need for clear and specific guidelines for water districts in the JVA process.
