Stronghold Insurance Company, Inc.'s statement surrounding Edna Marcoleta and Discaya-owned firm.

Stronghold Insurance Company, Inc. released a statement on September 29, signed by its Chairman Emmanuel Dooc and President Romulo Delos Reyes Jr., over alleged connection with Senator Rodante Marcoleta and flood-control construction company owners Cezarah and Curlee Discaya.

The company clarified that Edna Marcoleta, spouse of Senator Marcoleta, was elected in their company in February 2024 based solely on her professional qualifications, and ‘judgment and advocacy for good governance.’

“Nevertheless, as an independent director, her role does not involve the management of the company’s operations. She likewise does not have any control over the day-to-day operations of Stronghold, much less, any prerogative or control over the issuance of Stronghold’s bonds,” the statement read.

Under the law, the company provided that all Department of Public Works and Highways (DPWH) contractors are required to secure surety bonds issued by insurance companies, which ensure contract and project completion.

“As surety, it is not privy to the contract between the government and the contractor. It has no role during the construction of the project.” the statement added.

Stronghold Insurance then assured that Cezarah and Curlee Discaya’s company was only among those they have issued surety bonds on, ‘nothing more, nothing less.’

Last night, September 28, Bilyonaryo News Channel revealed connections between the two couples, suggesting a possible conflict of interest in the ongoing Senate Blue Ribbon Committee investigations which involve Senator Marcoleta and the Discaya couple.

Mrs. Marcoleta is also an independent director on the board of Milestone Guaranty and Assurance Corp., which also issued bonds to a Discaya-owned firm.
