The Department of Justice (DOJ) released an immediate statement on Friday, September 26, confirming that the National Bureau of Investigation (NBI) has suggested the prosecution of 21 individuals for case build-up with the National Prosecution Service (NPS).
In the press statement, three senators and other officials from the Department of Public Work and Highways (DPWH) were recommended due to alleged involvement in government infrastructure anomaly including flood control projects.

“If names have circulated outside of these affidavits, those are not recognized by the DOJ or the NBI until such time that they are sworn to under proper proceedings,” the statement read.
The DOJ also added that the statements sworn by Alcantara, Hernandez, Mendoza and Bernardo were the basis for identifying the mentioned officials as preliminary links to acts under investigation.
“No one is above the law, and no position, title, or influence will shield anyone from accountability. Those named will be required to answer, under the rule of law, the serious allegations now standing against them,” DOJ emphasized.
On the other hand, former House Speaker Martin Romualdez, who was repeatedly mentioned by the other witnesses before the Senate, is not mentioned among the list.
